logo critique...help please

heya,
I'm keen for some feedback and suggestions on a logo i'm doing for a mate.
I'm not entirely happy with it - but was open to suggestions as to develop it further.
unfortunately neither of us have much time to work on it - i.e she needs it straight a way - and i'm limited during the day to spend time on it.So i thought i'd open it up - rightly or wrongly to hear your thoughts.
The only instructions come from a design brief - in the form of a post-it note stuck to my monitor with the words -' pieces of work - local government researcher and analysts'.so I'm limited on client feedback - and she is unavailable for comment
so anyways i thought i'd soldier ahead...
I usually always work in black and white during logo creating process before adding colour.
so open to your color palette suggestions.
Not sure about the typography - slab serif?? - it just feels too masculine - which could possible be offset with a bit of colour.
anywho - i kinda feel theres something not quite right with it, which i can't put my finger on - maybe you could shed some light...I'm hoping i've posted an image with this - not entirely sure how to do that...
