Is there a way to do this?
If you see photos that someone can definitely not afford to license or purchase and are plastered all over a business website?

I would say if they aren't your images or someone you know don't worry about it. If they're your images ask him nicely to remove them

If they're your photos you can probably ask whoever you sold distro rights to to confirm they were licensed to that person.
If they aren't yours, you have no idea what's going on behind the scenes. They could have an agreement with the copyright holder. The images could have been bought with lottery money. Maybe they were a wedding gift.

If you know who the images were created by, you can always give the a heads up.
Personally, I'd like to know if someone was taking credit for my work or using it in a way i didn't know about (and possibly didn't agree with).

If you know who owns the images, report them.
They'll either be glad you brought it to their attention or they'll be frustrated you bothered them about one of their paying clients.
If the images aren't yours, you should report them to the people the images belong to.
