I'm out of the loop for the going rate in freelancing. I'm doing a landing page for a friend of a friend. It's a single page, with a login and some text. I'm going to design it in photoshop, and someone will do the coding.

Base it on value, not hours X hourly rate. What is it worth for your client? What are other small agencies charging for this sort of thing? Other experienced freelancer? You'll have to do some research of course.

As others are pointing out, forget the hourly rate and charge a flat fee. Find out what clients usually pay for this sort of thing, or better yet, find out what this client's budget is, and go from there. If it's higher than you were going to quote, shut your mouth and go with it. If it's lower than you'd like, negotiate the price up. Dont' sell yourself short.

The first contact is a project manager I worked with many years ago, and he brought me tons of freelance work over the years. I gave him a leather sofa for my gratitude, and buy him dinner occassionally.
This new contact is a close friend of his so I definetly don't want to take advantage here. I think his friend is a entrepreneur, but he says he has designers from other countries.

I agree, thats what i do.. you can only charge somuch based on where you live.. I also put down the hours on the invoice it is more profesional to do it that way.

Here's the hidden stuff.....
"a landing page" .... could mean alot or a little, and the unspoken assumptions can kill you!
Well, does it require an identity for the client too? Do they have a pre-existing color scheme/style guide/logo/photo library? Or do you have to develop a logo,color scheme, font style guide,etc....
newbie clients assume everything is all in one.... they may have no idea about what they're asking for....

My current rate is $25 (small business) & $35 (mid to commerce) an hour. I used to charge $75 an hour but design work has gotten hard cheap here in Miami.
