most of the web-based platform are good for interacting with teams but rather fiddly when it comes to in-detail planning/budgeting. try Merlin. it is quite cool, and you can import work from project (quite handy when you are jumping into other people's stuff, as it's the standard.)

I would strongly recommend Open Atrium, it is FREE, easy to set-up on your web server, nice GUI, extremely easy to use & learn, and most important the clients really like it.

That looked like the winner to me after trying ActiveCollab.
AC is nice if you've got the endless hours to make it look good, figure it out, manage all the permission and so forth. And then it doesn't share images.
I really like www.conceptshare.com also, and use it quite a lot.
