it's worth jailbreaking and unlocking your phone if you are looking to ebay/craigslist it. it fetches much more than a locked/unjailbroken one.
there is apparently a big market for unlocked iphones. i just sold my 8gb 3G for $210 on ebay. an unlocked 3GS gets more.

Download the firmware, hold shift and press restore button in itunes, select the firmware file.

I thought you couldnt downgrade IOS4 or 3.1.3
- you cant downgrade 3.1.3, im not sure about 4. but now you can jailbreak 3.1.3 so its finemoldero

I paid to unlock my htc before selling it, in haste, then I looked at the o2 site and they do it free! bastards.
