Does anyone know if us designers here in ontario have to charge HST if we're freelancing?

word on the street is that freelancers in B.C. have too

Depends on how the contract was set up and how you are set up as a freelance.
- partdeux0
pretty much a standard contract... I work, onsite and invoice them bi-monthly.

^ there is a cap on how much you can earn to be freelance without setting your self up as a company.
Most companies do not like this because they get charged HST / PST etc.

as a freelancer (in BC), i've been told that everything stays the same as if you were charging gst, the percentage charged is different though of course. the "gst #" is now the "hst #" on the invoice, etc.

I would call Revenue Canada, they are quite helpful.

BTW what the heck is HST? What happened to PST and GST?

Is HST unified across provinces?
What is the percentage at right now?
- No. BC has the lowest at 12%. Alberta doesn't even have provincial tax so its GST only.ETM

I think it actually depends on which province the work will be used in. If you work in BC and get commissioned to do work in Halifax, if that work will not be viewable or relevant to BC then you can avoid the tax, however something like a website that can be accessed in BC you need to charge for. This is the general rule for intangible goods as far as I know.
I have the documentation from the CRA if you want it. Mail me.
