a) move to britain. don't even think of learning in the US. just don't
b) get and english speaking girlfriend/boyfriend
c) self learning is good, but a teacher/course when they can actually correct your mistakes would do better.read/write/watch telly/listen to music in English. if you can avoid subtitles (just for the telly).
