Is it possible to take a screen shot (from Final Cut) and upsize it so that an image can be used for say a DVD cover without losing quality? Any tips or sites/programs that'll help?

Ha, yeah, well I guess being in "the Valley" I could easily be working on porn. And Vivid is just down the block from me...

Is this just for a frame on the DVD cover or actually for jacket artwork itself, as in the entire cover?

Well not the ENTIRE cover, but a significantly large image, or most likely an enlargement of a person in the screen shot for cover use.

ive noticed that if i screen shot on a higher res screen i get a better result. My laptop with a higher res screen does clearer looking pics than my older screen. If you have that option give it a go.

Hmmm, good tip. I have a decent monitor but there are a few better ones around here. I'll give it a shot.
