Wordpress wouldn't be the best place to put a photo show like this.

It would be doable, but there are probably better choices for a CMS.

Wordpress would be fine. You can use the NextGen Gallery plugin to manage your images. I wrote a blog article on how you can display the photo data from NG in anyway you like: http://www.joesmalley.com/blog/2…
In the example I use a Javascript image scroller but it shouldn't be too hard to find and implement an image scaling script (JQuery)
