I know how to stream images into flash, but I was wondering if it's acceptable to stream images into banner ads to keep the file size down?

Yeah pretty standard thing to do, think the term used usually is a rich media ad. You have a 30kb basefile and then it loads the rich file into it. This is a template from your ad server and you shouldn't have to write this functionality yourself.
However that is usually a more expensive route, and your client would state the filesize limit at around 2 meg if that was the case in my experience.
