i dont know what an "ahef" is but no, you can't make a background image have a link using css. you can do it using javascript though. like so:
<div onclick="window.location.href='http://newlink.com';">stuff</div>

what are you looking to do? you can make very large areas "clickable" with some simple jquery. or grammar.

Guys, don't lie to him.
Clay: You can put an ahef anywhere on a css page. Just make sure that the background-images has a javascript on it.
Any probs, let me know.

ah you mentioned a background image - that was how you confused everyone... and your use of the term 'ahef' which doesn't exist.

instead of a image can you insert a text link with a class and use css to replace the text with a image? ie:
html -
<a href="www.link.com" class="bg-image>TEXT</a>css -
a.bg-image {
display:block;
width:100px; (image width)
height:100px; (image height)
background:url(path/to/image.jpg... 0 0 no-repeat;
text-indent:-9999px;
overflow:hidden
}
