e-proof suggestions?

i create e-proofs on a daily basis, using a standard template i created in Illustrator, and dynamic fields in Acrobat which I use to enter client and job information.
Currently, if I need to create a new e-proof, I edit the template in Illustrator, add the appropriate garment template and paste in the artwork. This works fine, although it's somewhat cumbersome, especially if I have to edit it afterwards, as editing an exisiting PDF in Illustrator, a lot of the objects are randomly distributed over different groups with seemingly no rhyme or reason.
If anyone else but me edits these e-proofs, things get somewhat complicated. Does anyone do anything similar? I'm looking for suggestions on how to streamline this process a little bit.

the reason i use pdf is so clients can zoom in and see the detail, or print high resolution copies for themselves since typically they're passed around.
i'd love to just do jpeg but it's not really viable.

is there not an option when saving a PDF from Illustrator to preserve the file so that it can be opened as-is again in Illy? Is that not the default even?
How complicated is the process of inserting artwork into template? I used to produce a bunch of PDFs from templates, inserting text and images that never changed dimension or position, I wrote a little PHP script to do it all via a web-based form so no one had to touch the files themselves. would that be an option for you?

take a few screenshots and send, way easier

each client has a login.
set up projects for clients.
you just upload the images to that project folder.
revisions become auto number etc.of course, you'd probably need to build such a system, as mostly the systems available don't quite do what you want!
