maximum oversize first (over desired output resolution), filter (noise,...), retouch by hand, downsize to output resolution
but only if really necessary...organizing a higher res image is the better option

Enlarge in PS. Normally you can't push images more than 130%-140% unless it's gritty and B&W. Add gaussian noise last... to hide any artifacting.

i know you can do it, i saw it done in Blade Runner...and that came out several years ago

This can be done, but it requires code that is written in 64 bits. Unfortunately, processors in standard personal computers are not yet that advanced, unless you have access to University or medical grade equipment. My recommendation would be to contact the original publisher of the image and strike a deal where in you could get that image enlarged using their sophisticated system, which is probably light years beyond what most of us use daily.
I spoke with an engineer last year about this sort of thing. I'll try to paraphrase his answer, because it was very technical. It has something to do with LZW compression, which is a proprietary codec invented in the 50s for compressing images to punch cards. Apparently, whatever cipher they used back then to perform this calculation has been lost to time, so now 64 bit processors are needed to actually perform the equivalent of a bit for bit 1:X translation.

I used to work with a big photographer... and his bad ass retoucher used to be able to upscale film stills for me.
Apparently it takes a couple of hours though.

i use a plugin called "blow up" that helps
ON AVERAGE i can make something around 30% bigger without it being too shitty
there are sharpening secrets which i won't tell you (talk to a finisher), and noise helps disguise crud. just don't go overboard with it and you'll be good.
your best bet is to just reshoot or re-source the image, and get yourself a subscription to a good stock supplier like jupiter
