i use a plugin called "blow up" that helps
ON AVERAGE i can make something around 30% bigger without it being too shitty
there are sharpening secrets which i won't tell you (talk to a finisher), and noise helps disguise crud. just don't go overboard with it and you'll be good.
your best bet is to just reshoot or re-source the image, and get yourself a subscription to a good stock supplier like jupiter
