do you mean the etching effect?
I think scriptographer would be pretty good for that
but if you want it to look great then you'll have to get an artist to do it properly:

I was imagining taking a photo photoshop prepared photo and talking it into illustrator to then apply this shading technique for a sharper and more scalable illustration etc..
