WordPress with multiple users

I've been asked to create a site for a non-profit that needs a way for multiple people (20+) to blog. My immediate reaction is to create one WordPress blog (sort of a "central hub"), and then have categories split off for each author. This would allow the organization to retain ultimate control, while allowing users to blog when necessary. The downsides are limited personalization, though, and I'd like to make it so that each person can have an About Us page, and other things like that.
Does anyone else have any other ideas on where to take this? I can't think of too much beyond this.

What about creating a social network.
something like this... then each member has their own page and can blog to the main.
