Hmm. imo, while the aim of terrorist is to cause terror it's probably not their ultimate goal. That would just make them attention-starved babies. In that sense there's no "win" on whatever you're implying has been won, just a checkpoint reached, so to speak.
Relieving countries of the assassin-squads and guerrillas sponsored from abroad might be one goal, or say, ridding their country from the powers that muscles in on their natural resources might be another. Well, whatever/whomever you're talking about, and whatever ultimate goal they have in mind happens, there's Win. Their win.

I'd be quite happy to take a spare pair of pants with me and just sit in the seat and quietly piss myself, and I strongly encourage everyone else to do the same. Its only piss, but they won't be able to fly the plane back with the pissy seat cover, if someone else did it on the next leg then in a couple of weeks the thing would be unfliable, and they'd have to disband the current directive and think of a real way of preventing future attacks that arent wholly ridiculous.
