Creating Fake Camera Flash Effect

I thought I saw a tutorial on creating fake paparazzi camera flash effect in photoshop
but i cant find it - anyone know of this tutorial or know of a quick and easy way to do this ?

You could make that with an ellipse, add a star polygon, blur here and there, blending modes, and done.

Play with duplicate layers and blend modes, like "add" and "overlay".
That flare won't always be present, it depends on the lens and where hot spot is in the frame. Also remember that flares will always lift the blacks of the surrounding area a little bit.
The "shooting in a mirror" suggestion is a good one.
