It's not a legal term. It's one the tabloids have latched onto and the politicians have exploited in an effort to fuel an artificial moral panic. The legal terms are “anti-social behaviour” and such and such.

First of all, they act like they've just discovered these run-down council estates. And second of all, they act like they represent the moral decay of modern society.
Sorry but, poor areas have always been around full of social decay as you see in that video and people acting like as you see in that video. So it's not a "new issue" that they keep resurrecting every 5-year cycle.

I saw something like that on a tram once. A scumbag like that one provoked a guy who was a bit shorter than him for a few minutes, getting the same close distance. Then the intimidated guy snapped. He headbutted the yob with an audible nose cracking noise, yelling "you pissed me off!" repeatedly, then fucked him up to the point that people stopped him to prevent him from killing the attacker. The tram was stopped, the police arrived and took them and two witnesses along with them.. Not sure what happened then.
It had the same emotional good feel of revenge at the headbutt, but I don't think people were still on the side of the guy who defended himself first at the end of that thing. He just kept beating the attacker senseless furiously and sounded like he enjoyed it.

Kuz is right, this has always been a prominent feature of English life. British life I guess. I grew up in environments with situations just like video happening all the time.
We had an asian family move into our road in the late 70's when skinheads were the latest craze. No sooner had they moved in than they were having their windows smashed, their car set on fire, the children were threatened, the mother was threatened with rape, the house was under constant siege. My dad went to help Mr Minwalla and had the absolute living shit kicked out of him by a gang of about 6 teenagers ranging from 14 to 18 years old.
After that, we too were under siege and had to have police surveillance, even on the journey to and from school. My mom got death threats by phone and mail, and all sorts of stuff pushed through our letterbox. This was because my dad went to help another family that were having to defend their home and themselves from gangs of thugs.
Its nothing new. There has been no decline. Its SNAFU here in blighty.
