what should I use, I'm currently setting up my folio on cargo but my boss wants a quick simple CMS to use.
what should I propose to him? (personally I don't want him to use cargo, he'll be like having your boss on you facebook)
any other suggestions?

whichever has the most dumbed down CMS...
Having tried all three of the above I found cargo the easiest to use, but not my preferred CMS (i'm using core). In all honesty they're all pretty easy to use for a web laymen. The hardest part is probably setting up the databases.
All of them typically involve having at least some knowledge of html/css to customize and/or style the way you want.
It's a matter of personal preference really.

Core is really swell - it's something you can do with WP easily, but its swell.
Cargo - well, if you don't have the time to code around, that is the best way to go.

why are core and cargo so similar??
the only difference I see between them is that cargo is hosted and core isn't?

The CMS's are really quite different once you get into them.
Cargo tends to be a little more user friendly, although not as customizable while core leans toward more advanced users.However, both come with prepackaged themes that can be styled to your liking.
