I think to design sites well, you should at least have a fundamental understanding of code and its limitations.

moderate php, as2/3, html, css, js, jquery - I have mostly learned how to do what I needed after securing the contract that requires it.

Depends what you mean by code. C and Java? Probably not - but they're not that much more complicated than AS3.
Or just knowing how HTML and CSS work? If it's that, I don't see how you can call yourself much of a web designer without it. It would be like being a print designer but not understanding anything about different paper stock, printing techniques or how the Pantone color system works.

I do, started my career as Art Director, but due the lack of good Flash Developers and to my curiosity to know how stuff works I started to code, now most of my jobs I do all the code (as2-3, xml, php)

Programming isn't non-creative. A creative mind isn't necessarily going to be unable to fathom programming ..
I think part of the problem is that coding and related technologies aren't necessarily taught in design school, and some people who have that kind of background feel threatened by the idea it.
An architect is someone who has a design / engineering education and I think that the skills needed to produce a website involve a similar mix of the technical and aesthetics. (I'm not trying to say that architect == web-designer/developer).
Imo, all the interesting stuff that's happening today is occuring in the overlaps between disciplines. I reckon everyone owes it to themselves to learn as much about the technologies behind the web as they can.
If I was going to employ someone to design a site, I'd want them to have a good grip of the basics involved in coding the site and an understanding of the overall process. Without that it's going to be difficult to add any input or constructive ideas to make a better piece of work.

knowing tags and some frameworks is a good step, understanding logic and application design is something I picked up here at work since we created our own framework and design was not needed as much since we had a custom built template, before here I began with just html, css and java script, learned AS1, AS2 . Since I picked up PHP which lead to understaining database design and working with Sql , and better coding doing OOP . The luxury of trial and error
