I'm trying to get two separate flash components functioning on a blank page. I've never worked with Flash before.
Why is the second component -- the lower box -- not loading?

yup, what acescene said. it looks like the xml file is not there. either drop it into the filepath, or correct the path structure.

My guess...
You have 2 different pre loaders. I bet you the second one is failing. Try the top loader in the bottom video...

I'm back with more Flash duncery!
So I got the component to work, but it's displaying images at a completely wrong resolution. I think it's because it's getting too many instructions.

not sure without seeing the fla.
are they being masked off? or are the images being enlarged? you cant tell by the swf.

what does the xml look like? it should have the height and width attributes within that i would think.

just change the width to 100 and it should be fine.

Changed height to 100, but I see no difference
