Can you Create a CRM Program??

My company is looking for someone who can create a custom CRM database for us.
Some CRM databases that I have been looking at are SalesForce.com and ACT!
We would like to have this database custom built for us and have some similar features to these databases that I mentioned above.
If you are looking for work, we are willing to pay good money for someone that can handle this project and complete it in a timely matter.
If you think you can do this please email me with your suggestions on how to accomplish this.

Samush and Pylon bring up good points....
Making your own CRM is higher risk than your own CMS or such, as CRM needs more than beta-style reliabiltiy and data integrity.
Outsourcing to India saves money but runs the risk of specification confusion, as communicating business requirements into a coherent system that makes sense takes face time.
Using something already there gives you round holes and square pegs, and/or a few more features than you need, but it may be a less risk strategy.

Very good points from everyone. After I sent out this thread yesterday I received a news letter regarding ACT!'s new 2010 version. Looking over the site for the new ACT! I really think that it has everything that I'm looking for. The best part about ACT! is that it is software that you pay for once. I don't like the monthly charges that come along with other services.
So my next question to everyone, is anyone experienced with ACT!? I know that the set up process is very simple and probably not to difficult, but if someone has some experience with this software and would like to make some money, I'm sure my CEO wouldn't mind spending a few bucks to have someone come in and customize ACT! 2010 when we first get it. That way we could be up and running right from the start.
Any takers?

I haven't worked with ACT! in years, people I know who used it liked it, sometimes more than the $$$ enterprise software that replaced it when their company was bought....
NOTE: You will have to run your own backups, and if you're using a multi-user or web edition, possibly tweek your firewall and/or deal with network issues.
- I am currently managing our server and running back-ups on it. What would be nice is if someone could link ACT! with a Microsoft Access Database that we have had built.hubb7designs

filemaker and ACT are very different...
Act is a CRM system only.Filemaker is a database development system, people make CRM "solutions" to run on top of filemaker like:

I'm sure somebody has written email blast code to run with filemaker, but if you have a customized CRM layer on top of filemaker, it may not work with the same field names,etc...
