i love how 'news' websites try to pick up on the traffic generated by viral videos. There was no news reporting on that page. Its just the video and a short blurb about how it draws outrage from the internet. Well no kidding. Now to forward this link to all my friends...

The leash was attached to the child's backpack, yet there were reported visible marks on its neck. The article is sarcastic in some places as well. While I would never raise a child that needed to be treated like that, the kid in the video probably deserved this shit.
