DPI of PSDs

We've all received layered PSDs that take 10+ minutes to open because of large dimensions at 300 dpi. When really we only need it at 72 DPI.
Is there a program or add-on that will allow you to edit a files dimensions and DPI before you attempt to open it in photoshop so the open is speedy.

In order to rescale the PSD to 72 DPI, any program will still need to "open it" as in loading in all of it's data and running calculations on it.
So if you're running on a slow machine, you're basically SOL. If there is a batch PSD resizer that exists as a 3rd party app, maybe it'll be a bit more optimized than Photoshop, but I don't know of any off the top of my head.
In the meantime, just make a resize action in PS and batch run it on the folder. And go grab dinner with the team in the meantime. ;)
