Project Budgets

I have a client and I am their primary designer - however, they still ask me to quote on projects without disclosing their budgets, after they've quoted their customers.
To me it just seems like a way of keeping me in the dark, and hoping that I under-bid on a project so they can make more on.
It makes more sense to just be transparent about budgets and costs: I have a client that needs X, their budget is this Y; what solution can you give me for that price?
This is what I do with any developers that I work with, and it keeps things pretty honest.
Thoughts?

We've had this in the past, a few agencies pitching, client wont tell you the budget and the result "WE LOVE IT GUYS! but sorry we wanted something 10k less so we're going with someone else"
Err if you had told us how much you wanted to spend we would have given you an idea for than amount, it just seems like some management cunt thinks they're pulling a sly one when really they're just wasting everyones time

when we work with a third party that's always what we do, we have x amount of €, we want xx, what do you reckon?

Yeah. It makes sense, right? I agree with you and fiesta.
Like I said - It's like throwing a rock in a dark room and hoping you make it into the bucket. And if not, oh well; moving on . . . .

if you go high do they haggle you down?

Mydo: Not really. They mostly just say "Sorry, that's more than what I quoted." and keep it at that.

How annoying.
Can you turn the question around and make them choose?
eg, my hourly is this, how long do you want me to spend? The longer i spend the happier your clients will be.
Tell them not to be so childish, fucking grow up, then say you can't work like this. your budget is 70% of theirs and you'll adjust your hours and efforts accordingly. *slam phone down.

Mydo: Yeah. I know. Tell me about it. What's funny is I do my invoicing with FreshBooks and I itemize each design phase and revision phase. So, there really is no question as to how long I'm spending and where.
It seems to me it's just looking for the better deal, what would be cheaper, and what would leave them with the most money for doing nothing but brokering a project.
So, yeah. I think your approach is just about what the doctor ordered. Cheers mate!

*pick phone back up, apologise, blame QBN, slam phone down.
