if a striker finds himself alone against the goalie and a defenseman comes by and tackles him. do you consider the defenseman a cheater as well? should he have just let the striker score? "i'm sorry guys, I had to let him score, otherwise it would've been bad sportsmanship."
Suarez took a chance by handling the ball and was punished for it. It's not his fault that Gyan didn't score.

If your country is playing a semifinal game, and one of your best players... say Villa, Messi, Rooney, Kaka, Podolski, Cannavaro, Zidane uses his hand as a last resource, would you consider him a coward or would you 'understand it' because it's your team/country and he's fighting and representing it....
I won't lie and say that yes, if I am playing for my country and I can save the game by using my hand, I would do it too. I'm sure most people that hate Suarez now have NEVER cheated or lied before, whether to get a job, get a higher commission or even score a goal a friendly game...
