Either photoshop, or a method called Panning. You move the camera with the car while taking the picture.

travel alongside the car at the same speed? or pshop, or comp or um , ok I don't know

you wouldn't need a very long exposure at higher speeds. I'd say driving beside it at same speed.

^^ But the car doesn't appear to be traveling, and the background isn't displaying the right motion if panning, so, I think the "blur" was done in PShop.

- the blur has perspective distortion in it, see how the BG is proportionally less blurry than the front? also it converges with the horizon and receding point.zarkonite
- the horizon and the center convergence point. A hell an effort for a PS job if it is...zarkonite
- and you can see the brake discs through the blurred spokes, so that was moving while the back was solid.zarkonite

Some shots are taken from alongside, the luxury lifestyle magazine Lusso (lussoluxury.com I think) tends to use this, with a bit of Photoshop to make it seem faster than the 30mph.
But yeah, panning seems to be the most accepted way of doing it.

Some are completely CGI, built from models and landscape photos... it used to be a lucrative business photographing cars, but no so much anymore....

I'd say 80% of the photos you see like this are just taken by the driver's friend hanging out the passenger window of a car driving next to it. I go to a lot of car shows and this is a constant practice. :) The stickers on this A3 are from Dubkorps. (http://dubkorps.com). Go check out their forums - i'm sure you'll find many many more pics like this.
