Quark List/table help

Have a catalogue to do in quark 7 and need help in setting this kind of table up.
This has been set-up previously with line after spaces, but dosent it matter what I do I cant get the spacing equal, and when I use the table tool... well thats just crap & Im not allowed to do this in indesign either.
Am I missing something obvious to do this and make it look tidy?

check if line heights / baseline shift / line thickness are the same for the whole table.
you're almost there as far as i can see.

also, make sure the text doesn't bring in inherited styles (basically exactly what stewart has said above) but if your copy-pasting from and rtf it may bring in styles that are hidden - ie you might need to strip the style from the text in the stylesheets panel before applying a new 'approved' style inside the table.

I've pick up a chart like that once in Quark, (in 1999) hahah...
If I remember exactly, the way they set it up was not by using tables, or "lines" but it was something with Paragraphs rulers or paragraph rules, and the green color or shaded color was part of the paragraph rule. Reason why the shaded color height is thinner than the white color. Other than that, just tabs, and the line tool for the vertical lines.
