you could try creating a clipping mask that would extend to the bleed area if its for the background

scaling is not going to produce the same effect.
offset path is what you want. then use pathfinder/unite to simplify shape to outline.

how about using blend? copy and paste a version in back of the originial. then copy that and paste it behind the copy. then scale one of the two copies up to the size of the final outline copy you want. then set up you blend options, probably using specified steps. then hit "make blend."

Got this logo I've just did and want to put it on the back of the letterhead expanding out full bleed on the back.
Want to put the logo in the middle of the page and have the outline of the logo growing out, so there is about 50 or more outlines if you get my drift.
Is there an easy way of doing this in illy?
