Its called ATX standards. Part of the backward compatible legacy known to PCs. They tend to keep power supplies the same form factor as they have for years for interchangeability. I can still get an off-the-shelf PS for a 10 year old computer if need be.
PCs do have smaller form factor supplies. Look for the mini-ATX standard, or what you commonly find in mini/shuttle PCs.

ETM, it's not that "[Apple] has some monopoly on power [supply] design," it's that they bother to design a better power supply in the first place. They even manage to improve it with each release.

Well, it easier when you control the hardware to do that. Apple is a company, PC is a format or standard, controlled by no particular company. I am always unsure why people compare them so directly when they are, in many ways so different.

@ETM - I think he is talking about notebook computers, not desktops.
I think the PS in a Desktop mac is about the same size as an ATX PS. might even be an ATX for all i can remember.Although, I dont think i have seen any super-large PS for notebooks lately either :/ Just black ones vs white ones
