Art of Noise were doing vocal echoplexing back in the early 80's.
^ admittedly this version is from 06 but the track Opus 4 was originally performed in 83 or thereabouts.

Did a lot of that voice looping/sampling thing in improv groups while in music school. Here are some neat avant-garde voice/electronic manipulation stuff, mostly from the 60's:

Whose that French Canadian bloke who pretty much invented analogue loop sampling in the early 60's... does stunning soundscapes that make you feel like you're tripping... aarrrghhh can't think of his name...

Not at all to do with vocals, but there's a bloke called Oren Marshall who plays a customised French Horn or Tuba, which he's rigged up to various home-made effects pedals and analogue loop things and he creates entire pieces of really amazing music through the instrument. Really awesome but hard to track down. Has a really grubby funky (in the proper sense of the word) quality to it. Lovely stuff if you can find some anywhere.
