i have a client that really wants his site at 1280x800. w3 shows that a larger pixel dimension is acceptable what do you guys think?

Or keep it the same size and have it work in more monitors. It's simple enough for your client to appreciate. if you design it for 1280 then only 57% of the people viewing the site will be able to view it properly, if you design it 1024, 57% can view it and also the remaining 1024 people can view it as well.
Ultimately get your client to sign it off.

You should work with some javascript to re-adjust it self to different screen resolutions.

Just have a look at the last year of screen-size stats and the answer will be clear.

Liquid liquid liquid. Or fixed 1024 with 'non-essential' extras for widescreens.

Liquid can suck too though. Especially when people with large resolutions like 1680px or 1920px view your sites maximized. What a nightmare, no matter what techniques you use.
Then again, it would be much easier if all the browsers (ahem, IE) could get the the min and max CSS properties right.
C'mon, can we get some of this shit sorted, I feel like i have been waiting for the same tags to become mainstream for 10 years.
