Or keep it the same size and have it work in more monitors. It's simple enough for your client to appreciate. if you design it for 1280 then only 57% of the people viewing the site will be able to view it properly, if you design it 1024, 57% can view it and also the remaining 1024 people can view it as well.
Ultimately get your client to sign it off.
