When interrogating and doing exclamation at the same time, what is the rule?

I tend to use "?!".
Usually, I am asking a question first. I rarely use it the other way around. It does not make as much sense to exclaim something first and ask it as a question second. It's more obvious when a sentence requires a question mark compared to sentences that may need an exclamation mark, at least in my opinion.

i cannot believe this discussion has actually captured my attention, haha.
i feel the question mark is the most important part. it is the the mark that declares the sentence is a question. to my eye and opinion i feel it would make more sense both visually and to the flow of the language to keep that at the end. the exclamation point is simply used to infer tone, certainly not as grammatically important.
but then this may not make any sense to anyone else, and is just my opinion.

As with sarcasm, written English relies on the astuteness of the reader for its perception. That's half the magic of English.
