After Effects does a lot of this stuff best with its built in plugins, then you either screen cap that, and set to multiply, or export it with alpha channel.

make a scatter brush with circles, do a few different layers, blur some of the layers, overlay a rainbow gradient layer over everything

for a psuedo serious answer, I believe chuck anderson has a bunch of free tutorial shit on computer arts magazine website. try them, im pretty sure he has more than one tutorial, and only two obvious styles. so odds are in your favour

1. Set a paintbrush to do varying size dots spread out a lot ie randomise the fuck out of the brush settings
2. run the brush across a layer leaving a scattering of dots
3. Make a new layer
4. Repeat step 2.
5. Repeat step 3
6. Repeat steps 2 -5.
7. Return to the first layer. Apply a pleasing lens blur
8. Move on to next layer, change lens blur settings and apply
9. Repeat steps 7. and 8. on all other layers
10. Scan a feather's fibres
11. Overlay fibres randomly on each layer.
12. Blur the featehr fibre textures randomly to please.
13. Make a new topmost layer.
14. Apply a standard PS rainbow gradient
15. Set to Hard Light, reduce opacity to 40%
16. Duplicate rainbow layer
17. Set to Hue
18. Save
19. Make cheque payable to Horp: £500.00+VAT for consultancy work.
