it wouldn't be fucked up. it would just run at less than half your intended speed. i'm not sure if i understand your question though, as i have no idea what betamax is (that old-ass sony proprietary video cassette??)

They won't be putting it on betamax they will be putting it on BetaSP or digibeta. Unless it is some weird ass art thign that they have to do it on betamax because of the weird kudos or wankyness of it being on betamax (which was better quality than VHS).
If it is for broadcast you have to do it at 25 frames per second UK or 29.97 America.
Your animation will look slow when played back on a normal tell yo! if you animate it at 60 frames per second it will play back at a little less than half the speed you intended. Hope this helps.

You might want to call a transfer house and see what they say. They may be able to sort this out for you. My concern is that Flash is being used for this, rather than a standard video app. Hard to tell how the audio will affect things.

export the audio separately. then export the video to a 60fps .mov without compression. load both into AE, time-remap your video to 25fps, it'll match up with your audio. you basically need to lose 35 frames within each second. render out, transfer to betamax tape.

You could the animation off the computer into a Beta machine and hit "record"
