I think the problem is that no one is tagging their photos on flickr with "african american" or "black" when referring to themselves or their friends, especially teenagers. Welcome to the post-racial generation.

the problem is further than that.
all of the photos that WERE returned also aren't tagged african american. so if nothing is tagged that way, then all results are considered equal.
yet, amidst the results, about 1% are of black male teenagers. and of that 1%, only half are shot well.
