Looking for a style of illustration that looks almost like it was painted, but you can still tell it was done digitally. Hard to describe, but I know I've seen it before.

Like digital painting?

I'm thinking a little more abstract than that. Like half way between a painting and a Live Trace in Illustrator.

Maybe I just need to flip through some books. It's hard to find stuff like this though. Is there a good site where I can see a bunch of modern illustrators?

What was that website where this woman would do portraits for people? Where basically she would take a photo, put it into photoshop, add a few filters, print it off and then charge $5,000. She called them paintings.
That was hilarious. What a con.

snoop through sites like PSDtuts, and SmashingMagazine, etc.
There are often articles on this type of thing, and links out to other showcases.
Also, DeviantArt, and stuff.

Open a photo in photoshop, Filter>Artistic>Cutout and you can get a similar result. If you need vectors just take the new file into Illustrator and auto trace it.
