whether its a loan or a hand out is irrelevant. for such high profile people in a high profile situation they should have known how they would be perceived.
How I dress to apply for a loan and how I get myself to the bank to ask for it are 2 completely different issues. I just know that if I am losing money like crazy then I leave my benzo in the garage and pedal down to the bank.

They should give/lend money to companies like Tesla who have already shown initiative of their own to leave the outmoded ways behind. The big 3 would still be playing catch-up long after the bail-out money was spent.

The fact that these instruments have zero regulation and are not traded on an exchange does not make them fraudulent.

Adopt new fuels, on what infrastructure? The auto companies produce over 600,000 flex fuel vehicle since 2001. You just don't see E85 at the pumps.
