I was in the same situation as you a few months back and got a 450D. I'm pretty happy with it. It allows me my artsy beret moments on manual and allows my gf to switch it to auto for holiday snaps. One day I'll upgrade but I wasn't ready to invest heavily in kit until I knew I wasn't just another passing interest.

Try and enjoy the process as well, you will get so much passionate advice online (I'm probably the worst offender) it can look like it is easier to put the whole exercise in to the too hard basket but its a great and worthwhile investment.
Nikon or Canon, 1000D or 450D, kit lens or L lens, its going to be a step up from point and shoot cameras with everything you need to learn the fundamentals and get some great pics.
Out of all my gear, I still seem to have some of the most fun rocking my old 300D with a badly made Ukrainian fisheye.

@ Samb. I'll be selling my 40D body boxed as new plus a Jessops guarantee till sept 2010 if you're interested. I'm London based so could meet up and show you it. I need the money for the 5D mark 2.

im in the same boat, dont have a massive budget so either looking at a 450D or 1000D with a kit lens.
personally i'd spend that little extra and go for a 450D
