Logo License or transfer of rights?

when you complete a logo project do you transfer all rights to your client or has anyone licensed a logo only for certain applications?

most of the time i assume that if they are paying for the work they own the material.

I will be putting it in writing with details of either transfer of rights or just granting a license of the work. I was just curious as to what the better practice is.

for identity work it is standard practice to transfer the rights to the identity - however it is also standard practice to charge for the rights. As part of your estimate, there should be compensation for the work to create the identity and compensation for the rights transfer.

what can you do with a logo specifically created for someone? give it to someone else with a different name?

The pricing for rights depends on the client and the scope of what they will use it for - both in terms of formats and regions. Have a look at the Graphic Arts Guild Pricing and Ethical Guidelines book for estimates of these costs, they do a decent job of summarizing.
