im looking for some software (free for windows) that will help me backup code changes to web projects as i go along...

well I use subversion, with a mac client for it called 'Versions' so I can't help you out with Windows clients for subversion.
Just looked briefly at tortoise, i would give that a try. Its really just a front end to subversion anyway, and that is what basically all the developers I know use, if that helps.

ideally it runs with apache (well does on the mac) but the apache server can be local(on the machine you're working in) or remote.

Not sure how you got on with this, but I found this on Smashing Magazine today which might be of some use:
