hit and miss on services like odesk or elance etc. i hire some guys out of india they completely screwed up and wanted money. since you have to pay them for beginning project, you are out at least 25%. it seems like some people are pulling this scam.

One thing i would say about outsourcing anything, you need to manage it. To manage it, you need to know what you are talking about and be able to explain what you want in detail.
This seems to be especially true with foreign outsourcing in my experience.
I think you are asking for a headache. Tell your client to handle it himself (his headache) or cough up some real dough.
