PS shortcut key issue

Has anyone ever experienced a problem with your keyboard shortcuts getting f'ed up in photoshop (windows CS3)?
When I start up photoshop, everything is fine. Default shortcut keys work fine.Then out of no where, the short cut keys get all fucked up. CTRL -/+ no longer zooms. CTRL - gets mapped to toggling the display of the grid. CTRL+SHIFT+I doesn't invert the current selection. Other shortcuts just don't do anything.
I thought at first the keyboard layout got whacked system wide, but it's fine everywhere else.

is caps lock on?
i've seen caps lock screw up other things in photshop so it wouldn't surprise me

how big is your file? it can go wonky when you're running low on memory too

even though the file is small, I'm guessing it might have something to do with a lack of resources.

I always have shortcut bugs in cs3. it seems a restart normally fixes it.

I have has these issues in Indd., illy and PS. my Z and Y key switch, zoom gets fugged. Not sure what to do about this, I have searched forums, adboe's site, etc. and I cannot find anything. I had this problem with CS2 as well. I think that it has something to do with the performance of the computer. Although if you restart the program it fixes it, but then the problem can reoccur within a few seconds.
If you find a plugin or fix, let me know!

if your on a mac have you dumped you ps preferences

I have seen it before where shift wont constrain, I dumped preferences and repaired disk perms and I was ok

trashing the prefs doesn't seem to have much affect. for the app to apply the new prefs, you have to restart the app, and just restarting alone "fixes" it temporarily.

well restart with the dumped prefs as its the error logs that you are deleting

ok - it was a regional thing.
control panel > regional and language options > languages > details
remove all the installed services, with the exception of the langauge you want. click apply, and all is well again...
