Who the hell is anyone to decide what is or isn't a right? You may have convinced yourself there is some list of stuff that falls into the "rights" category and another for "privileges," but it's all completely arbitrary.
The only real determinant is this: what people demand strongly enough, they will get. What they don't will probably be taken away.
