ETM, our eyes have a MHz ratio. For you a steady screen (where you don't notice the beams of light being run) must be above 75MHz. For a cat it is much slower. For an eagle is lower even. You see? (sorry about the pun). In principle it is possible to control the velocity of light's refraction in a 2-dim body. 3-dim is difficult because of the shade any 2-dim body projects. Even if you can't see a 2-dim body it projects a shade at a different MHz rate.
