english: fluent (american'zed)
spanish: very rusty but used to be fluent. now only about 40% or so
french: very little. 5- 10%
german and japanese: i know a handful of words and phrases from each of those

to answer your question, I think (and others might correct me if I'm not 100% accurate (not pun intended).First figure out how many languages you speak.
Then for each language, grab a sheet of paper.
Write down on a piece of paper, (in microscopic letters) every single word that you know on that language.do so for every piece of paper.
now, a full sheet, of paper filled with words, means you speak that language %100. if you filled both sides, then its %200 obviously.
Half a sheet is %50 and so on..
I believe this is what everyone is doing, am I correct?

i once unintentionally insulted an ex. she was swedish and i asked her what root/ type of language it was. i said i was sure it wasn't a romantic language, and she looked very upset. she said it was very beautiful. i told her i didn't doubt that but i mean that it didn't have a latin root. (she was american of swedish decent, i figured she would have known what i meant.)

It never well entered my brain that the french, italian, or spaniards are so picky and play like they can't understand each other or portuguese. For any portuguese (even the idiot one - and those are many :P), french, spanish or italian is not incomprehensible and it only takes a few weeks to get it. I guess that occurs with many other languages. It you want to learn it - you'll do it quickly.
