    to answer your question, I think (and others might correct me if I'm not 100% accurate (not pun intended).

    First figure out how many languages you speak.
    Then for each language, grab a sheet of paper.
    Write down on a piece of paper, (in microscopic letters) every single word that you know on that language.

    do so for every piece of paper.

    now, a full sheet, of paper filled with words, means you speak that language %100. if you filled both sides, then its %200 obviously.

    Half a sheet is %50 and so on..

    I believe this is what everyone is doing, am I correct?
