Tender lists

in my experience the tender process is often one which is done because of a requirement from a procurement department not because they're really looking to hire the best service. It seems to me that work is put out to tender in order to demonstrate a degree of fairness (particularly govt work). But fundamentally the process is unfair. It is biased toward existing contractors, medium/large groups and those who have already "worked their way in".
To be honest the tenders we have gone for appear to have been already awarded before hand. I've come to see it as a process which is seen to be done but doesn't actually influence the outcome.
Therefore we've stopped bothering submitting to calls for tender.

ah ok, so was the quility of jobs sent out not good? Or were the jobs good but you just didn't win any of the pitches?

waste of time... over the past 9 years ive tried it all... buying leads, elance and other such sites, tender boards (which always go for the lowest quote) business link and chamber of commerce... all a waste of time.

Anyone know of any good places to sign up for tender lists to pitch for large web jobs in the UK?
Anyone have any expereince of getting tenders? Is paying to get hold of lists a waste of money?
